Refund Policy

1. Scope

This policy explains purchase rules and order processing states for one-time Offer.cc minute packs.

• This policy applies to one-time minute packs purchased through Offer.cc. Offer.cc does not currently offer auto-renewing subscriptions.
• Free, promotional, or gifted minutes have no cash value and cannot be refunded or redeemed separately.
• This policy is published and maintained by Beijing Shenma Matrix Technology Co., Ltd. (北京神码矩阵科技有限公司).

2. Seller and Payment Channel

Refund handling follows the seller and payment channel identified at checkout and on the payment receipt.

• Available payment methods are shown at checkout.
• For purchases made through Offer.cc and paid directly to Offer.cc, Beijing Shenma Matrix Technology Co., Ltd. verifies transaction states and handles abnormal orders.
• If a future checkout or payment receipt identifies another seller or payment provider, the refund will also follow the applicable terms and process shown for that order.

3. General Refund Rules

Purchases are generally non-refundable and non-exchangeable. Non-waivable rights under applicable law and any processing requirements imposed by payment-provider policies still apply.

• Offer.cc does not provide a separate universal change-of-mind refund period for every country and payment channel.
• Using minutes does not automatically waive any non-waivable consumer rights under applicable law.
• If a full or partial refund occurs, the minutes, promotional benefits, or product access associated with that transaction are revoked or adjusted according to the actual refund.

4. Order processing states

During abnormal order processing, the page displays the actual refund state of that order.

• Refund processing: the payment provider is processing the refund; completion has not yet been confirmed.
• Refunded: the payment provider has confirmed completion.
• Refund failed: the refund has not been completed.
• After a full refund, the related purchased minutes, promotional benefits, and product access are removed. After a partial refund, they are adjusted to match the decision.
• Arrival time depends on the payment provider, card network, and issuing bank; no fixed arrival time is guaranteed.

5. Disputes, abuse, and statutory rights

We review abnormal transactions and refund abuse while preserving legitimate consumer rights.

• Transactions involving fraud, refund abuse, or manipulation may be investigated further, except where applicable law provides otherwise.
• If a chargeback or payment dispute is opened, minutes or access associated with the transaction may be temporarily restricted during review.
• This policy does not limit non-waivable rights under applicable law or a lawful right to raise a payment dispute.
